CGS recently released a report on California's term limits. The limits—among the strictest in the nation—restrict Assembly members to six years in office and Senators to eight years in office; after which time they are banned from that chamber for life. CGS is developing term limits reforms that tackle the need for greater institutional expertise, but still provide opportunities for new blood and fresh ideas to enter the legislature. In February 2008, California voters rejected Proposition 93, the "Term Limits and Legislative Reform Act." The measure sought to modify term limits in that state by replacing the chamber-specific limits with a 12-year limit on total service.
